Sure is , Actually Nagato founded the Akatsuki " with Madara " or ( for Madara ) if we can say but this information wasn't known for the other Akatsuki members except Madara and Konan.

well technically you can count him as an akatsuki member since he controlls pain so yes he would count as an akatsuki member if it were up to me he pulled the strings of pain for so long so yes he is an akatsuki member sorry to steal the question from you deadman .
